This is an image of the Tail Race on the Buckley and Mann property taken on the site walk for the MEPA review on February 2, 2018. We were told this discoloration is due to iron in the groundwater by representatives of the Applicant. The Activity and Use Limitations (AUL) landfill is just behind (east of) the Tail Race. Orange discoloration carries through the Tail Race to other portions of wetlands on the property. Steps are being taken (3/14/18) to look into this issue by Norfolk Town officials. The ZBA will be hiring their own Licensed Site Professional (LSP) to make recommendations on next steps. This initial scope will be done in three weeks from the award of the contract. (May-June 2018 timeframe). Extensive testing of property to determine the horizontal and vertical extent of contamination is yet to be done.
The DEP identified 2 violations during a September 2017 visit to 17 Lawrence Street, (the old Buckley and Mann Factories) where an Activity and Use Limitation (AUL) existed due to buried contaminants (such as Lead, Chromium, Zinc and total petroleum hydrocarbons).
The Applicant had 180 days from November 17, 2017 to address the issues or file for an extension with the DEP. DEADLINE NOT MET AND OWNER OF PROPERTY HAD TO TERMINATE AUL AND FILE FOR EXTENSION. For more info see ZBA public hearing at Freeman Kennedy School at 7pm on 6/6/18
